NUU Office of Research and Development Establishment Rules Resolved during the first University Affairs Meeting of Fall Semester of 1999. 1. The Office was created for the purposes of the promotion of academic research and development work, the enhancement of the cooperation with the business sector, and the exchanges of technologies with the industry. 2. The Office framework was established in accordance with the provisions of section 8 of the NUU bylaws concerning the establishment of Office of Research and Development. 3. The head of the Office is the Dean of R&D who is in charge of all academic research and development related matters. The Dean who is recruited by the University President is a part-time position held by one of the University Professors. 4. There are three divisions and one center: (1) Project Management Division, (2) Academy-Industry Cooperation Division, (3) Research and Development Planning Division, as well as the Center for Innovation and Incubation. The responsibilities of each division is listed as follows: • Project Management Division: in charge of processing the applications of various research projects sponsored by National Science Council and other institutions, and collaborative projects with business establishments, planning and promoting academic exchanges and cooperation with domestic and foreign institutions, and promoting the establishment of various united research labs. • Academy-Industry Cooperation Division: in charge of promoting, implementing and supervising the industrial liaison cooperation and projects, assisting the faculty to apply for intellectual property rights including patents, copyrights and conducting the technical transfer, and other related matters. • Research and Development Planning Division: in charge of instituting and amending research and development and academic awards related bylaws and regulations, integrating research resources to promote the cross-disciplinary research programs, planning and utilizing the surplus of research grants, and promoting the establishment of various research centers. • Center for Innovation and Incubation: in charge of assisting the faculty members to commercialize their research results and to promote technical innovation, offering management solution packages, technical and infrastructure consultation, as well as assistance in the incubation of knowledge-based medium- and small-sized enterprises. 5. In order to integrate the University research resources, and to develop the characteristics of NUU, the Office should promote the establishment of various research centers. 6. Each division of the Office is headed by the division chief, a part-time position held by one of the University assistant professors or above, who is recruited by the Dean upon approval of the University President. 7. The Office employs several administrative assistants and technicians, who shall come from the general staff of the University. If necessary, the Office can also have several researchers. 8. This set of bylaws shall take effect upon the resolution of the University Affairs Meeting and approbation of the Ministry of Education. The same is true for amendments.
