He received the Ph.D. degree in optical sciences from the Institute of Optical Science, National Central University, Chung-Li, Taiwan, in 1998. He had worked in the Chung Shan Institute of Science and Technology from 1980 to 2004, and since 2006, he has been with the Department of Electro-Optical Engineering, National United University, Maioli, Taiwan, as an Assistant Professor and was promoted to an Associate Professor and a Professor in 2013 and 2017, respectively. His current research interests include fiber sensors, photonic crystal devices and fibers.

NUU's Electro-Optical Engineering program offers a rigorous curriculum that emphasizes the fundamentals of the discipline, while preparing students to become leaders in industry and/or to pursue advanced graduate studies. The program covers a broad band of specialties within this dynamic, interdisciplinary field, and offers numerous opportunities for engineering design and hands-on learning experience. Students receive disciplinary training and learn analytical thinking skills, which they can apply to problems on optical design, sensors, biomedical devices, and diverse systems, including lasers, displays, microelectronic, control, information, measurement, solar energy and communication systems.
The program is founded upon a faculty of gifted instructors and researchers that make teaching a priority, and it provides dynamic opportunities for students to work on research projects with professors and in internships with industry. It has recently undergone a significant expansion and increase in the student exchange activities with world leading research institutes.
